- U.S. Secretary of State Hillary Clinton, speaking this morning at an event in Washington, D.C. marking World Refugee Day. In her remarks, Secretary Clinton also noted that two of her predecessors, Madeleine Albright and Henry Kissinger (both of whom serve as IRC overseers), were themselves refugees. As a refugee from DRCongo I am in Chad as refugee. I am considering applying to USA for a ressettlement but The UNHCR office in my asulium country refuse to refer me. I m liing in an extremly instable country and my situation does not offer the opprtunity of a long term solution. so can I be referred for a ressettlement by another NGO? and if so how can I apply and contact you THANKS

You must approach the nearest UNHCR office, and UNHCR will determine if your case qualifies for resettlement to any of the international resettlement countries, including the United States.
