IRC Family Reunification Program

What is Family Reunification?  

Family Reunification Programs allow for people residing in the United States to apply for their eligible family members to come to the U.S. as refugees through the United States Refugee Admissions Program (USRAP). Here at the IRC, we offer services to apply for 4 Family Reunification Programs: Priority 3 Affidavit of Relationship (P3 AOR), Former Soviet Union Lautenberg Program (P2 FSU AOR), Iranian Lautenberg Program (P2 Iranian RIF), and Central American Minor Affidavit of Relationship (P2 CAM AOR).  

Priority 3 Affidavit of Relationship (P3 AOR) 

The P3 AOR Family Reunification Program allows for eligible U.S. Ties (family members living in the United States) to apply for their immediate family members to come to the U.S. To qualify for the program, the U.S. Tie and the U.S. Tie’s family members must meet the following requirements:  

U.S. Tie: 

  • Has been granted Refugee status, Asylee status, or Special Immigrant Visa (SIV) recipient from Iraq or Afghanistan within 5 years.  
  • 18+ years old.  
  • Family Members: 
  • Parents, Spouse, or unmarried children under 21 years old of the U.S. Tie. 
  • Registered as refugees in their current location.  

Central American Minor Affidavit of Relationship (P2 CAM AOR)

The P2 CAM AOR Family Reunification Program allows for eligible parents residing in the U.S. to bring their children living in Latin America to the United States. To qualify for the program, the U.S. Tie and the children of the U.S. Tie must meet the following requirements:  

U.S. Tie:  

  • Parent of the child they are applying for.  
  • 18+ years old.  
  • Legally reside in the U.S.  

Qualifying Child: 

  • Unmarried child of the U.S. Tie. 
  • Under the age of 21 years old 

National of AND residing in one of the following countries: 

  • El Salvador 
  • Guatemala 
  • Honduras 

Former Soviet Union Lautenberg Program (P2 FSU AOR) 

The P2 FSU AOR also allows for eligible U.S. Ties to bring their immediate family members to the United States. To qualify for the program, the U.S. Tie and their family members must meet the following requirements:  

U.S. Tie:  

  • Legally reside in the U.S.  
  • 21+ years old OR married.  

Family Members:  

  • Currently reside in a former Soviet Union territory  
  • Spouse, Children, Parents, Grandparents, Grandchildren, or Siblings of U.S. Tie  

Be of one of the 5 following religious minorities: 

  • Jews 
  • Evangelical Christians (Baptists, Seventh Day Adventists) 
  • Jehovah’s Witnesses 
  • Ukrainian Greek Catholics 
  • Ukrainian Autocephalous Orthodox Church  

Iranian Lautenberg Program (P2 Iranian RIF) 

The P2 Iranian RIF program allows for eligible U.S. Ties to bring anyone with whom they have a personal relationship to the United States. To qualify for the program, the U.S. and all beneficiaries (friends, family, relatives) must:  

U.S. Tie:  

  • Legally reside in the U.S.  
  • Have a personal relationship with the person(s) they are filing for (friend, partner, family member- distant or immediate) 

Beneficiaries: 

  • Citizen of Iran and reside in Iran at the time of the application. 
  • 18+ years old, unless accompanied by a Parent or Legal Guardian 

Be of one of the 5 religious minorities:  

  • Christians  
  • Jews 
  • Baha’i 
  • Zoroastrians 
  • Mandaeans
