In 2016 we joined other donors and humanitarian actors to commit to increase the use of humanitarian cash as part of the Grand Bargain, an agreement negotiated between donors and aid organisations. Since then, we have implemented a set of organisational reforms to achieve such a scale up which are of relevance to the wider humanitarian community.

The IRC’s cash research priorities aim to understand how best cash can be delivered to achieve greater scale and better outcomes for people affected by crises. This briefing shares the results of the IRC’s year-long research and development effort to improve the speed and cost efficiency of delivering cash assistance.

Women and girls affected by humanitarian crisis are exposed to heightened risks of violence and exploitation. A breakdown in legal protection, increased financial tensions inside and outside the home and widespread violence are contributory factors, interacting to further marginalize women and girls. It is therefore vital that emergency response prevents violence and empowers women and girls to improve their own well-being and that of their families and communities.

Evidence shows that in many contexts, cash relief is a more efficient and cost-effective solution in crisis settings than food, clothing and in-kind donations.

The objective of this case study is to identify lessons learned and recommendations for improving the effectiveness of cash-based interventions in mitigating GBV risks and building women and girls’ resilience.
