Rapidly escalating conflict in northern Mozambique is the key factor that has pushed the country not just onto Watchlist for the first time, but straight into the list’s top ten countries of most concern.

This report focuses on the needs of the 1.4 million people who have been displaced by violence inside South Sudan and the more than 455,000 refugees who have fled South Sudan for neighboring countries in 2014.

This paper offers a set of recommendations for donors and UN agency partners, such as prioritizing funding to front-line NGO implementers in fragile contexts, normalizing flexible and multiyear funding, and improving transparency and reporting to public platforms.
