2023년 03월 28일 —  예멘, 아덴, 2023년 3월 22일 -예멘의 분쟁 8주기를 맞이하고 정전협정이 22년 4월 2일에 중단된 지 1년이 지난 지금, 우리는 예멘 분쟁 당사자들에게 새로운 정전협정을 맺고 진정성 있고 장기적이며 포괄적인 평화 프로세스를 시작하는 데 지속적으로 집중할 것을 촉구합니다.

6개월간의 휴전은 예멘을 새로운 국면으로 전환시켰습니다. 이 분쟁의 종말을 의미할 수도 있을 것입니다. 우리는 여러분에게 이 기회를 통해 예멘 국민들에게 항구적인 평화와 그들의 삶을 회복하고 국가의 미래를 재건할 수 있는 새로운 시대에 대한 약속을 해주길 촉구합니다.

지난해 휴전이 발효된 이후 교전, 분쟁 관련 피난, 민간인 사상자 수가 눈에 띄게 줄었습니다. 예멘 전역에서 인도적 대응을 적극적으로 전개하고 있는 우리 NGO들은 물자와 사람의 이동이 개방됨에 따라 사람을 살리는 인도적 서비스에 접근이 확연히 개선되었음을 직접 목격했습니다. 의료 지원뿐만 아니라 가족과 친구와 다시 재회할 수 있는 기회 또한 늘어났습니다. 우리가 돕고 사람들로부터 고통과 장애 대신 더 나은 미래와 기회와 성장이 있는 삶에 대해 다시 꿈을 꾸게 되었다는 이야기를 자주 듣게 되었습니다.

이러한 변화는 실로 대단한 것입니다. 이는 예멘 국민을 위한 평화적 해결책을 찾으려는 정치적 의지의 증대된 결과이며 그 노력은 인정받아야 합니다. 하지만 이러한 변화는 아직 불안정합니다. 우리는 여러분들이 국제인도법을 온전히 존중하고, 구호활동가가 방해받지 않고 인도적 필요가 있는 곳에 접근할 수 있도록 보장하여 예멘 국민을 보호할 것을 요구합니다. 우리는 또한 여러분들이 경제와 관련 기관들을 이용해 민간인들에게 큰 영향을 미치는 피해를 가져오는 행동을 자제할 것을 요구합니다. 경제 악화, 분절된 통화 시스템, 임금 부족, 물가 상승으로 수백만 예멘 가정이 계속 고통받고 있습니다.

최근 예멘에서 열린 인도적 대응을 위한 서약 행사에서 INGO들은 국제사회에 예멘의 총체적 회복을 촉진하기 위한 새로운 자금 지원에 대한 평화적 노력에 동참할 것을 요구했습니다. 하지만 필요한 자금의 3분의 1 미만이 보증되어 놀라움과 충격을 가져왔습니다. 우리는 인도적 지원을 필요로 하는 사람들의 안전과 존엄성을 위해 필요한 모든 자금을 확보하기 위해 노력을 멈추지 않을 것입니다. 우리는 예멘 사람들을 위해 약속합니다. 동시에 분쟁의 모든 당사자들은 지속적인 평화를 보장하고 분쟁으로부터의 공평한 회복이 이루어지도록 협력해야 합니다. 예멘 사람들은 평화를 누릴 자격이 있습니다.

모든 휴전과 장기적인 평화 프로세스는 포괄적이어야 합니다. CSO, 여성, 청소년 및 소외된 공동체도 모두 협상에 참여할 수 있어야 합니다. 예멘 분쟁이 9년째에 접어들면서 평화를 위해 단호한 자세를 취할 것을 촉구합니다. 이번 라마단이 예멘의 미래를 위한 자기성찰과 희망의 시간이 되고, 이번 8주기가 예멘 분쟁의 마지막 해가 되길 바랍니다.
