Whether our clients are searching for their first job in the U.S., looking to improve English language skills, or seeking expert financial guidance, our dedicated team is here to help every step of the way. We offer personalized resources, empower our clients to build confidence, develop new skills, and achieve their personal and professional goals in the new community.
Our Programs
Financial Capabilities Program
Financial literacy is key to long-term stability and independence. Our Financial Capabilities Program provides personalized support to help individuals understand the U.S. financial system and take control of their financial futures. Some of the services Include: one-on-one financial coaching, group workshops on budgeting, credit building, debt reduction, banking and saving. Sessions are customized to client needs and can range from single consultations to ongoing support.

Volunteer Income Tax Assistance (VITA)
Filing taxes can be stressful, especially for newcomers. The VITA Program offers free, professional tax preparation for low-to-moderate income individuals and families.

Individual Development Account (IDA) Program
The IDA Program supports clients in saving for assets that increase financial independence, such as education, business ownership, or transportation.
What the Program Offers:
- Matched savings: Up to $2,000 for individuals or $4,000 for families
- Personalized enrollment and financial coaching
- Financial literacy classes
- Goal setting and budgeting plans
- Support with asset purchase (e.g., car, tuition, business equipment)
Eligibility:
- Refugees, SIVs, Asylees, or Parolees
- Less than 5 years in the U.S.
- Income below 200% of Federal Poverty Level
- Less than $10,000 in total assets

Center for Economic Opportunity (CEO) Loans
Our team helps clients apply for CEO loans that can be used to build credit or purchase important assets such as tools, computers, or vehicles.
Requirements:
- Valid government-issued ID
- Earned income (required for some loans)

CEO Auto Purchase Loan Program
CEO offers fixed-rate Auto Purchase Loans of up to $20,000 with terms up to 72 months and interest rates ranging from 5.99% to 11.99% (state-specific caps may apply). These loans come with no hidden fees—no late fees, prepayment penalties, or surprise charges—though a 2% closing fee applies. Eligible applicants must complete credit and auto purchase training through one of our partner programs. Additional local requirements may apply. Note: Application eligibility does not guarantee loan approval.

San Diego Newcomers Project
The San Diego Newcomers Project supports newly arrived ORR-eligible individuals who do not qualify for TANF with monthly cash assistance and employment preparation.
Program Features:
- Monthly Cash Assistance:
- $734 for single adults
- $930 for married couples without children
- Employment Readiness:
- Resume and job application support
- Mock interviews and employer networking
- Job placement and post-placement services
- Integration Support:
- ESL classes referral and help with registering
- Acculturation programs
- Support learning how to use public transportation
Who Can Join?
Eligible participants must:
- Be over 18 years old
- Arrived in the United States within 4 months
- Reside in San Diego County
- Be ORR-eligible but not TANF-eligible
(Refugees, SIVs, Parolees, Asylees, etc.)

Early Employment Services - VESL Plus Program
The Early Employment Services through the VESL Plus Program provide tailored workforce support to help newly arrived individuals successfully enter the workplace in San Diego. Clients receive personalized coaching, practical training, and employer connections to strengthen long‑term employment success.
Program Features:
- One-on-one Employment Coaching sessions
- Job Readiness Training (group or individual) offered in clients’ native languages
- Resume development and job application support
- Interview preparation to build confidence and communication skills
- Pre‑ and post‑placement services: IRC staff engage with employers to support successful placement and retention
On‑the‑job training opportunities
Requirements:
- Be ORR‑eligible
- Have at least one dependent child under 18 in the household
- Have been in the U.S. for less than 5 years
- Hold one of the following statuses:
- Refugee
- Asylee
- Special Immigrant Visa (SIV) Holder
- Afghan or Ukrainian Humanitarian Parolee
- Cuban or Haitian Entrant
- Victim of Trafficking (TCVAP)
- Amerasian

Job Training and Application Lab (JTAL)
The Job Training and Application Lab (JTAL) offers open‑access employment support to anyone seeking help entering or re‑entering the workforce. Designed as a flexible, welcoming space, JTAL provides practical, hands‑on assistance to help job seekers strengthen their employment readiness and navigate the job search process with confidence.
This program is ideal for community members who want personalized support without eligibility restrictions.

Service Model
JTAL services are primarily delivered by skilled volunteers, supervised by IRC Workforce staff. Volunteer availability may vary, so services are often provided on a first‑come, first‑served basis.
Despite this flexible structure, clients consistently receive supportive, high‑quality coaching in a welcoming and empowering environment.

JTAL is open to everyone, regardless of immigration status, time in the U.S., family composition, or background.
