The International Rescue Committee (IRC) is deeply concerned about the latest wave of mass Russian attacks on civilian homes and infrastructure across Ukraine. According to Ukrainian authorities, only last night’s missile and drone strikes killed at least 18 people and injured dozens across the country, marking one of the deadliest nights Ukraine has experienced in recent months. 

Alain Homsy, IRC Ukraine Country Director, said: 

“Under international humanitarian law, civilians and civilian infrastructure must be protected. Yet across much of Ukraine, families continue to face relentless attacks, displacement, and fear, while essential services and infrastructure come under increasing pressure. 

“As attacks on homes and civilian infrastructure become a daily norm, people are now caught between escalating violence on one side and declining assistance on the other. Solidarity has no expiration date; the international community must sustain its commitment to meeting humanitarian needs, protecting civilians, and ensuring accountability for verified violations of international humanitarian and human rights law.” 

The IRC has been present in Ukraine since 2022 and operates in Odesa, Mykolaiv, Kharkiv, Sumy, Dnipropetrovsk, Kherson, Zaporizhzhia, and Donetsk regions. Supporting communities both in urban centers and hard-to-reach rural areas near the frontlines, IRC teams provide critical medical aid, psychological assistance, livelihood and legal support, with a focus on vulnerable groups, especially women and children.
