Amman, Jordan, May 14, 2026 — The International Rescue Committee (IRC) and the National Council for Family Affairs (NCFA) today signed a strategic partnership memorandum of understanding (MoU) to strengthen early childhood development, family wellbeing, and the protection of women and children in Jordan.
The agreement marks a long-term shared commitment by both organizations to support and strengthen national systems in the areas of early childhood development, family well-being, and the prevention of and response to violence against women and children in Jordan. The partnership is rooted in a shared vision of building stronger, more inclusive systems that respond to the needs of children, women, and caregivers across Jordan.
Through the partnership, NCFA and IRC will continue to collaborate as they look to improve the quality of childcare and family protection services, strengthen national policies and systems, and support professionals working directly with children and families. The organizations will also promote shared learning and evidence-based approaches to support long-term, sustainable impact.
As part of this work, NCFA and IRC will continue supporting the expansion of Jordan’s national Quality Management System for nurseries, helping strengthen the quality, safety, and accountability of early childhood services across Jordan. The partnership will also strengthen training and support for childcare providers, social workers, and other frontline professionals on child protection, positive parenting, safeguarding, and prevention of gender-based violence.
Speaking at the signing ceremony in Amman, Dr. Mohammed Mogdadi, Secretary General of the National Council for Family Affairs (NCFA), said:
“This memorandum marks an important step in advancing Jordan’s efforts to support early childhood development and family protection through strengthening national systems and enhancing regulatory frameworks. It reflects our strategic long-term partnership and commitment to investing in more effective, high-quality, and sustainable services for children, women, and families. It also underscores the importance of harmonizing efforts and clarifying complementary roles across institutions while reinforcing Jordan’s national priorities and strategic commitments in the areas of child protection, prevention and response to family and gender-based violence.”

The partnership will support efforts to ensure children and families across Jordan can access safer, higher-quality, and more inclusive services. By strengthening protection systems, improving coordination between services, and supporting frontline professionals, NCFA and IRC aim to help create environments where children can develop safely and families can better cope with challenges affecting their well-being.
Through long-term collaboration, shared learning, and joint advocacy, NCFA and IRC will continue working together to support stronger communities and a future in which every child and caregiver in Jordan can live with greater safety, dignity, and opportunity.
