From Refugee to Resident: Immigration Navigation and Legal Services

Program Overview

The IRC in Iowa City, in partnership with IC Compassion, is launching an immigration-focused Adjustment of Status (AOS) Navigator program to help eligible clients move from their initial refugee arrival to Lawful Permanent Resident (LPR) status, the first step on their pathway to citizenship in the United States. The IRC program coordinates client outreach, appointment scheduling for clients to meet qualified legal providers, and to ensure documentation readiness so clients arrive to IRC's partner, IC Compassion, fully prepared with all their supporting documents including medical preparations complete as they prepare their applications for LPR or “green card” status.  IRC then hands over clients to IC Compassion who acts as the legal immigration partner able to complete and submit the immigration paperwork required to secure updated and valid status as residents in Iowa and across wider United States.  

The need

Many refugee arrivals from FY25 and FY26 have not yet adjusted status and will need to file the required paperwork, to the US Government. While the IRC in Iowa does not currently provide in-house immigration legal representation, strong coordination with IC Compassion to ensure applications are submitted for those who become eligble is key to ensure timely and complete applications.  IRC will also identify other immigrant populations who may need support with routine immigration paperwork who can be supported by IC Compassion's legal team.  

How the program works

• Identifies eligible clients who need to apply, using existing IRC case data and program staff outreach into the community to find new individuals who qualify.  
• Conducts outreach and reminders (phone, text, and in-person) to support timely filing, once referred to IC Compassion
• Schedules and coordinates required legal and medical appointments with partner organizations.
• Helps clients gather documentation and prepare for appointments to reduce delays.

The Iowa City Legal Navigation program serves clients across Johnson County and surrounding areas.
