At the 2026 UN Water Conference in Abu Dhabi, the ICRC, IRC, AFD, AIIB, AfDB, SDC, Oxfam, ACF and PFE will co-organize a joint high-level side event on how partnerships and finance can sustain water services in fragile and conflict-affected settings (FCAS). 

Scheduled for Wednesday 9 December 2026 from 15:30 to 16:45 in Room 2 of the UN-accredited zone at ADNEC, the session addresses communities that fall between development and climate finance, humanitarian response and private investment. Speakers from governments, utilities, humanitarian and development organizations, financial institutions and the private sector will share operational experience, including examples from fragile and conflict-affected settings on how complementary mandates and flexible financing keep services running. It will also tackle barriers such as differing risk appetites, planning horizons and access constraints, as well as responsible handover from humanitarian actors to national and development partners. The event aligns with Interactive Dialogues A, D and F and aims to produce practical recommendations and voluntary commitments under the Water Action Agenda, building on the 2025 Call to Action for Survival and Resilient WASH.
